The Center for Educational Measurement is in a unique position; as the original core competency of a nonprofit, accredited institution, Excelsior College, we a have a specific expertise in high stakes, stand-alone educational examinations. But as a separate division, we also serve other educational institutions as well as outside corporations and trade & professional associations, providing academic, workforce development and career credentialing types of assessments.
Few educational programs require coursework in assessment. Because of this, even veteran instructors may not recognize factors in test development that impact their existing assessment's reliability and validity, such as measurement of extraneous factors other than the desired learning objectives, the existence of bias, or lack of clarity in determining performance level thresholds. In any high stakes environment, where the assessment results will be used to certify, promote, or credential a candidate, it is vitally important to ensure that the assessment is developed in a reliable, repeatable and defensible way. Developing a reliable and valid assessment tool requires highly specialized expertise in assessment and educational measurement, as well as highly specialized subject-matter experts. At CEM, we provide the assessment expertise, and work with outside subject-matter experts, usually provided by our clients, to develop all of our assessments.
