Excelsior College is a regionally accredited, nonprofit distance learning institution that focuses on helping adult learners reach their educational goals.  Founded in 1971 and located in Albany, NY, Excelsior is a proven leader in the assessment and validation of student knowledge. It offers affordable access to degree completion through multiple avenues: its own online courses and college-level proficiency examinations, and the acceptance in transfer of credit from other colleges and universities as well as recognized corporate and military training programs. Excelsior College is accredited by the Middle States Commission on Higher Education.

The Center for Educational Measurement (CEM) is Excelsior's full-service assessment development unit.   A core unit of the College since its founding in 1971, CEM is part of the college's Extended Education Division,  the college's innovation incubator, driving innovative changes in education, assessment, workforce development, corporate training and credit aggregation by working to bridge the divide between education and workforce needs. The units under the Extended Ed umbrella include CEM, the Center for Professional Development (CPD), and Educators Serving Educators (ESE).  In addition to providing consultative services and developing custom assessments, CEM also has an inventory of stand alone, high stakes, competency-based assessments for credit, offered under two brand names.  Excelsior College Examinations are provided solely for the benefit of Excelsior's School of Nursing students in the world's largest Associates Degree in Nursing program.  UExcel Examinations® are offered in five major concentration areas in over 70 subjects to students anywhere, and are accepted for credit by thousands of institutions as a means of reducing course bottlenecks, recognizing students' prior learning, and increasing student satisfaction and completion rates.

Our team of test development managers, technical editors, psychometricians, assessment technology professionals, and administration and customer service professionals help educational institutions, trade and professional organizations, corporations, and government agencies identify and characterize their assessment needs and build solutions for their specific circumstances. We also provide consultative services on assessment concerns in diverse areas such as rubric development, rater training and inter-rater reliability, fairness, validity, equating, and more, and can help you prepare for third party assessment evaluations and audits.
